In the following situation, what documentation should be given by biological parents, to allow for travel and parenting decisions?
What if the parent cannot be located?
Situation is:
- Mother of two daughters (to different fathers), living on her own, is unable to continue caring for the children and. She feels it will be in the best interests for both daughters (7 & 4yo) to live with the Father of the younger daughter.
All children and nominated Father of younger daughter are Australian citizens. Mother is PNG citizen. Children currently living in PNG (not Australia). Nominated father (father of the 4yo) lives overseas in Africa.
- Father of the older daughter will support both children living with the other Father. He is Australian citizen.

To ensure the Father that is intending to look after and care for both girls, what documentation is appropriate to ensure that the Father can travel with both children (one is his biological child, the older daughter is not), as well as make decisions for schooling, health etc.

What are the options if the Father of the older child cannot be located to prepare documentation, or does not wish to cooperate?

Assuming both bio dads are named on kids birth certificates..... Written consent for passport

What if the parent cannot be located?

Application for special circumstances (dad can't be located).... More likley a court order will be needed though

Current international travel restrictions due to Covid 19 means no relaistic prospect of travel anyway, possibly for quite a while.... In that case, given mum is struggling, why can't dad/s contribute financially to help mum & kids?.... Much better option, at least short term

Father of the older daughter will support both children living with the other Father. He is Australian citizen...... What are the options if the Father of the older child cannot be located to prepare documentation, or does not wish to cooperate?

Well that's a total contradiction isn't it..... how can you say he agrees to & will support the relocation, & at the same time ask what happens if he can't be located or won't co-operate?... So which is it?
