My friend has a arrest warrant in NSW for not completing community correction order.
Currently residing in VIC
He is not a Australian permanent resident.
Now he want to permanently fly overseas to his home country.
Has a warrant about 5 years old.
Will there be any issue at airport immigration?
He has no plan to come back to Australia.
Please assist

He had COmmunity corrections order 4 year back.
Before 2 year or so police came to his home but he was not at home.
So there is definitely a warrant against him.
Now he want to fly permanently to his country, so he is scared will there be any issue in immigration airport when leaving

He's right to be scared.
But it's not really possible to say what will happen
without knowing all the background details (no, don't post them here).

There are a few basic, general things that he should consider:

Warrant information is exchanged between states.
So the first time the police check him for something (which could be as minor as stopping him for speeding, or RBT),
then the warrant will show up, and he faces arrest.
So yes, he can be arrested in Victoria on a NSW warrant.

Apart from the thing he got the CCO for, and the separate offence of "breach CCO",
there will also be questions about his visa and the prospects of it being cancelled.
If he's (now) an unlawful non-citizen then he also (and separately) faces arrest for that.

Your friend will probably be arrested before getting through immigration. Honestly it might be simpler to just face up to the inevitable and get it over and done with so he/she/they/them/it/that can get on with life.
