Hi, just wondering, who is obligated to replaced tools in this circumstance? The employee or the employer?

A company vehicle was broken into out the front of an employee's house after work hours. The company doesn't have contents insurance for the work vehicle. The company instructs employees to lock up work vehicles overnight the vehicle was parked on the street. Company tools were stolen as well as the employee's tools. Are both parties only obligated to replace their own tools after the theft?

If the employee failed to follow the company policy I would suggest there could be a case for the employer to ask the employee to replace their tools that were stolen.
