Last night (20-07-2015) I received formal notification of 4 week suspension for my sport (football) from a decision handed down 03-07-2015. The notification gave me 48 hours from 03-07-2015 to appeal.

As the formal notification was not obtained until yesterday, have I forfeited my right to an appeal?

Who made the decision? Was it a private club, a professional organisation or court?

I received the letter attached to an email from Chapman Valley Football Club delegate 20 July 2015 5:59pm who received it from the Secretary of the Great Northern Junior Football League Secretary 3 July 2015 3:00pm. I never received the letter directly from the League.

And did you have a hearing of some sort?

I was not made aware of the report by the League, nor was I advised on the day of the match and neither was any Club official from Chapman Valley FC. Under Laws of Australian Football 2015 they must supply notice of a report at the match to any of these parties but this did not occur. The report was submitted by the opposing club Monday morning 24 hours later. The P&D Committee met on Thursday 2 July 2015 and handed down a decision without me providing a defence at that meeting/tribunal. They based the suspension on a previous warning received August 2014. Letter not received until 20 July 2015 17 days after original verdict which gave only 48 hours to appeal.

Is the Great Northern Junior Football League a private organisation/club or a public institution? Generally, sports clubs are private organisations that have their own internal rules, processes and dispute resolution procedures. These rules are not law, but are private rules made by the club (like a contract) which club members agree to abide by. A court will hesitate to intervene in the internal procedures of the club and question the merits of the hearing.

Again, is this a private organisation or a public (state) group?

The GNJFL is a community organisation with a constitution and by-laws. If the GNJFL having a constitution and by-laws makes it a private organisation I am unsure. They are not run by the state but by volunteers who are voted to positions within the organisation through an AGM. The club delegates are voted by their individual clubs to site as delegates on the GNJFL. I hope this helps.
