NSW Suspicions of Committing Fraud - What to Do First?

If I believe someone has committed fraud during his/her bankruptcy period. What it is the first step to do? Do I need to get a legal representative or can I represent myself? Talk to the police - is it the right point to initiate a case (fraud)?

In practical terms for individuals, how we could assess success in each case?
