I have had my garage door wrecked by strata owned + large unsecured loose commercial type garbage bins continuously whirlpooling & floating in flood waters. Damage was clearly caused by the bins themselves and not the actual flood water pressure.

Without the bins floating, my door would not be damaged. Another six garage doors in the same area were not damaged by the same height, etc., flood water. My door was as far as the bins could go so they continuously rammed my door for a couple hours.

Should I be able to claim against Strata public liability policy for the loose garbage bins, etc.?

I would think that it's probably still a flooding issue. I would ask your home and contents insurer, they will always be interested in finding someone else to take liability for damage.
