If a person in QLD was convicted of assault and stealing and received a 9-month suspended sentence for a 1st offence in 2014, is the sentence considered a spent conviction and not recorded on police checks because the sentence was less than 30 months imprisonment?

Yes this is correct, however bear in mind that for certain employment such as teacher, lawyer etc you are still under obligation to disclose such convictions even if they do not show up on your record.
