Hello! I am an australian citizen and i was born in sydney australia. My birth mother was a citizen in sydney. When i was i think 10 months old i was brought here in the philippines. She left me here with my relatives. I don't know her when i was growing up. My surname that i am using right now is not hers. But i have my passport and my birth certificate with me. What should i do for me to come back there? She died there 2 yrs ago. And i dont know how i can go back. Thank you for your response! God bless you!

There are four aspects to consider.

First - are you an adult?
If you are not an adult, then you don't automatically get to decide for yourself
if and where you go.

Second - Can you actually prove your identity?
I ask because you talk about a change of name.
If your day-to-day name has become (for example) "Santos",
but the documents say (for example) "Torres", then you have a problem from the start.

Third - Is your Australian passport valid?
I ask because passports have expiry dates.
For example, an expired passport, or a passport that shows a childhood photo while you are now an adult,
may be a problem.

Fourth - even if all the other stuff adds up,
you still need to be free to leave the Philippines.
For example, you don't get to come to Australia
to run away from debts, breach bail, escape prosecution,
evade civil action (such as being sued), or hide from the police
in the Philippines.

Your first move should be to contact the Australian Embassy in Manila.

My passport was not renewed. But i have my birth certificate. I'm 22 yrs old right now. What will i do in order for me to be acknowledge as an australian citizen? Will there be penalties for me to pay? Can the government of australia help me to go back in my birth place?

You'll need a current one to travel.
You can apply to the Embassy for that. There will be a fee.

That's a start, as long as you can prove that it's yours. It's won't be enough on it's own.

OK. That makes you and adult by any measure.

Prove your identity to the satisfaction of the people at the Embassy.

Will there be penalties for me to pay?

No penalties.
But you will need to pay for the passport.

Can the government of australia help me to go back in my birth place?

Absolutely not. You will have to meet all the expenses yourself.
