SA Abandoned car on public street

I have been watching a abandoned car for the past 3 yrs its parked on a public road n has not moved ,is there a way I can claim it as it has no rego?

No, the owner of the car does not own it because it is registered, they own it because they own the actual car. It would still be theft of a motor vehicle, probably better off reporting it to your Council or Road Authority.
