Selling a Motor Vehicle with No Proof of Ownership

My daughter had her unregistered car/motor vehicle sold by a former friend. The vehicle had been in the friends driveway.
According to the Police nothing can be done. Is this the case?

This sounds more like a civil dispute, than a criminal matter.
So it may not be something the police have any power to deal with.
