It seems its now both socially and healthily acceptable for woman to use the local library as an infants room in full view of patrons and staff.

I'm sure that this at least breaks a Dept. Of Health regulation. Obviously the library staff couldn't care less.

To whom do I complain, and can I seek legal redress for pain and suffering?

The mayor has replied in typical public service action asking management to re-evaluate their position. No mention of public decency or health issues. No one sacked of course. I'm waiting for the health dept. to respond. What action can I take against the council?
