I'm writing an essay on Law Reform in relation to sanctions for young offenders. I'm having trouble finding past legislation before the Young Offenders Act (1997) (NSW). I need to see legislation that was found to be outdated and no- longer reflects societies' values and attitudes towards youth offfenders.. I've already looked into the Child Welfare Act (1939) and the Children’s (Criminal Proceedings) Act (1987) (NSW). Can anyone help me out? Thanks.

From a research prspective, it probably makes sense to look for secondary materials first in order to get a solid overview before delving into primary materials, the actual legislation

How progressed is your research/essay at this point?

It is not really our custom here to provide homework help.
But, since Hugh has departed from that custom
(and made a suggestion I agree with*),
here are a couple of links which you may find this useful.

In particular, this:

* I agree with the suggestion of reading the secondary sources first,
as a way to orient yourself to a principle text (the latter can be daunting).
