Rights against who - A - Offender, B- employer or C - shopping centre owner?

A - very strong rights
B - Next to nil
C - Almost nil

Organisations have very little responsibilities when it comes to criminal acts committed by miscreants.

You would have to prove either B or C knew and failed to act or take reasonable steps to prevent damage. Reasonable steps in a car park might not amount to anything more than provide adequate lighting. I do not like your chances. You should ask if the Centre has any cameras capturing the offender vandalising your car.
