can you supervise a learner driver while on an interlock license?
And do they need to drive the car with the interlock device installed?

I don't think you can.
To supervise a learner you must hold an unrestricted licence.
An interlock licence has restrictions and therefore doesn't qualify.

However, I am asuming that the licence is actually marked in some way to indicate that the holder is subject to the Interlock Program. If that is not the case, then the licence itself may still be classed as unrestricted.

My advice would be to check with RMS.
