Immigration Law, how does my relative get a Green Card if I am a US citizen?
Immediate relatives are eligible for a Green Card and do not have to wait. See Green Card Eligibility | USCIS.
Therefore, depending if your relative is considered 'immediate'
will determine if they have to wait or if they can apply immediately.
The process to get a Green Card can be found here: Adjustment of Status | USCIS.
If you have any further questions I would recommend asking an Immigration Lawyer.
