What can be done when someone quits a long term permanent role and works in the same role and same location as a casual following with regards to child support?

I assume this is child support-related? They still have to declare their income for tax purposes, which is what child support is based off.

They have decreased income.

Is there a complaint/investigation process as same role and same venue? (Capacity to earn income?)

No. This person has a right to work and negotiate different terms with their employer if they so choose. If a role is transitioned from full time to casual, that is the prerogative of both the employer and employee, concerning no other parties.
