NSW Family Law - Can We Register Relationship While Partner is Overseas?

Can we register our relationship under NSW while one of us is living in England under family law? Does the legal witness of my ID's and statutory declaration need to be Australian approved?

I'll send these from U.K. by post to my boyfriend who is a NSW resident and he'll send it off. We fit the bullet pointed criteria on the forms but there is no clarity online saying that my legal documents can be authorised in England.
