TAS Electric line underground

Our neighbour has an underground electric cable running under our block and electric box at other end.
How expensive is it to move cable? Unaware of it until now, not stated as an easement.

To add: there is no easement on the title. This cable was put in at the whim of developer years ago.
Apparently it is illegal to have a cable running across residential land. Please can someone let me know what can be done to rectify this and who pays, the electrical customer or the land
Owner.
