Hi. I've read as much as I can with regards to the DHS (Human Services) Guardianship to Secretary Order but can't find anything in regards to financial support such as child support. If a child is under the Guardianship of the Secretary (who from what I read assumes all rights and responsibilities for the child) does this mean that their parents also relinquish their financial responsibilities?

My understanding is that while the Guardianship to Secretary Order is in place, the DHS is responsible for looking after the child and takes on most responsibilities. Call the Department of Human Services to confirm your understanding - its their service, so they will be able to let you know.

Also have a read of some of the other threads in the Family Law Forum.
