WA Deceased Father's Parking Breach Debt - Do We Have to Pay?

The vehicle registered in my Dad's name has received an overdue parking breach notice from a private car park in a shopping centre. My Dad has since passed away. Do we have to pay it? ($65)

The letter advises that debt recovery action will be taken if it is not paid.
