WA Relocation of Teenage Child, School and Mother's Authority

Child has lived with mother in country and is now 12. I want the child to attend metro area high school. Better options. Mother has never involved me in child's primary education. Mother knows I want better options and is now asserting her opinion onto child. I want to use unequal authority in my case
