I'm just wondering if a prison officer can name a person who has been in jail and released 4 years ago, tell anybody at a party and point the person out and say why that person was in jail (criminal record)?

The actual details of someone's convictions etc. are public record, so naming them and their crime & sentence is not illegal.

There is probably some code of conduct etc. that the Prison Officer may have to abide by, but if the PO discloses something that is public record anyhows, probably nothing can be done.
