Is it against the Law to tell people you are a Registered Nurse when you are not and never have been? During this time, the woman saying this, was at her place of employment, in a Govt. Office. e.g. So she was not in a Care Facility, endangering the general public.

Generally not, unless she’s doing it from some material, ulterior purpose - then it would be fraud.

Complain to the Nursing and Midwifery Board of Australia (NMBA). 'Nurse' and 'registered nurse' are protected titles and there can be consequences for using the title when not qualified.

To use these protected titles in contravention of the law is called ‘holding out’ and penalties can apply.

In short and simple, yes, it is. In fact, it can be an offence.
In the Health Practitioner Regulation National Law, there's a thing called "protected titles" .
Have a read of this .
