A minor traffic car accident, no injuries, no attendance by police, just minor damage. Police issued a traffic infringement notice to overcome privacy laws in order to give the third party private detailed information to satisfy car insurance company's request. Is that legal and/or proper under Traffic Law?

How do you know that they issued a traffic infringement notice for the purposes of overcoming privacy laws so that they could hand out information to a third party? Before we jump to conclusions of corruption, it would make sense that they issued a traffic infringement notice because one was warranted in the circumstances wouldn't it?

Yes. You are required to swap certain details under the legislation. If full details are not given, then the person can go to Police station report it and do an 'over-the-counter' request for details which involves signing a stat dec saying it relates to an accident and details of the party required to recoup damages.
