Do PAs to your boss have the right to access ALL of your personal information, including having full access to company's payearoll system that display your pay, leave entitlement and the lot?

My experience is that PAs normally have access to that information to assist the employer in managing its employees.
Is the PA doing anything unprofessional with that information?
