All the Passport Office can do is reflect, and work with,
the requirements of the states' registers.

That's useless because the Op has not decided if that is what he wants to do. I posted that link to the passport office because it has a good list of different name changing scenarios. If he did decide to change his name then yes, he will need the Australian RBDM Registry as mentioned many times in the link.

As I said above, names are a matter of state jurisdiction.
There are registries in each state. There is no central, national registry.
That's why the Passports Office page says "an Australian" registry (ie one of the several),
and not "the Australian" (some sort of national and only)

The Passports Office page really only talks about situations where an applicant
has to prove their identity to that office, for the purpose of a passport application.
Which is, as I said above, of limited relevance here.
