How Much Weight Does Family Report Have Under Family Law?

How much weight does the Family Report have on the outcome of the matter under Family Law and does the ICL usually follow the Report?

The family report will be heavily weighed on as it is an independent report and should have no bias. I would assume the ICL would take the report into account when suggesting what is in the child's best interests in court.
