Hypothetically, is it legal for a local community to have a group messenger chat consisting of 250 members that is used to inform each other of incidents and police presence on the roads ie. Speed cameras, brethos, general police movements etc?

As a general principle no - just don't touch the mobile while driving, and for P platers - do not use the mobile.

Thankyou although I'm a little confused. As a general principle it is legal or illegal? And also definitely not a question about the use of the phone while driving, just the concept of the group chat itself being legal or not?

It's the same legal principle as when radio station traffic reporters talk about where speed cameras are set up.
