My sister has been trying to get a copy of her personnel records from her employer. Is my sister legally entitled to a copy of her records?

She may be entitled to the record under the Privacy Act. Privacy law is very complicated but, generally speaking, you are allowed to access and correct information about you held by others, where the other person is subject to the Privacy Act. Corporations with a sufficiently high turnover are subject to the Act.

If the business is not large then she has limited rights to the information. Also the employer should not be giving her personal history to other organisations without her consent. The area is very grey as there are very few common law rights to privacy and the Privacy Act is limited in scope.
