Does anyone know why a HWP car need to pull people over to identify the driver before issuing a fine but a speed or all stationary camera doesn't?
Just curious about what is the rationale behind the laws that support a speed camera set up I.e. there is enough evidence to make sure that the driver is named.
Whereas a HWP car needs to chase and stop the driver before a fine is issued. Of course excluding the circumstances where the HWP car failed the pursuit because the suspect is too fast/ dangerous which in this case, they will try their best to find the suspect afterwards and impose a penalty?
