How long does a Plaintiff have to be able to bring a civil law suit against an individual from the time of the incident in NSW ? For example an accident that caused damage to another persons property and caused them personal injury in way of mental health issues ?

The answer is it depends.... You have mentioned both damge to property & a claim for mental health issues... potentially both different claims with different limitation periods. It depends also on what year it occurred, the size of the claim, & your age.
