The ex is running the day to business the father is financial controller. There are not many fixed assests, we have a car each but the business has contracts in aged care service providers which are of some value. He is living off the business. Spending approximately $2000-3000 per month on his personal expenses but minimising income by claiming little to no wage to avoid tax/child support. I’ve also tried women’s legal and northern community but neither could assist me dispute being in genuine financial hardship, living of the parenting pension and a few hours of part time work a week as they deem my super as an asset even though I can’t access it.

If he is not getting cash in hand then you stand a reasonable chance of 'uncovering' the missing income. Even with cash in hand, if you know the main clients then it is not hard to subpoena records from them.
