NSW Traffic Law - Issuing Traffic Infringement Notice Through Mail?

Is a traffic officer required under Traffic Law to issue a traffic infringement notice at the time of the 'incident' or can he mail out an infringement later? I was stopped recently and the officer said he would mail out the infringement notices, one for allegedly speeding and the other fro allegedly cutting him off. He took my drivers licence to his car and I assumed checked it. He returned said he the offences on his dash cam and I would receive the notices in the mail. My boss says he should have issued notices there and then.

1. Yes, they can send you the infringement in the mail.
