Got a fine yes guilty but applying for instalments can they really ask me for my bank details if not applying for a direct debit im very relunctant to give those details out

Can they ask you for your bank details? Yes.
Can they make you give them your bank details? No.
Are they going to let me pay by instalments if I don't give them my bank account details? If they've asked for them, probably not.

Giving them your bank account details doesn't mean they can necessarily get access to it. And even if they can, they can't see what's in it.
