Don't get bogged down on the small stuff. Was the child there for you to collect? If so, then her obligation has been fulfiled. Many court orders state that a parent or an agent of the parent can do changeovers. It doesn't place any weight on who it is that actually does the changeovers.
From another perspective, it's probably good that she doesn't do changeovers because there's a risk they would turn into high-conflict situations that negatively affect the child. Lord knows that if we had our way, a third party would do all the changeovers for my stepdaughter and we wouldn't have to see the mother at all.
