My girlfriend just received a text from our ex-landlord saying he was about to send her a pic. She replied saying " do you realise this is your ex-tenant?". The next message she received was a pic of his penis.

I am outraged and so angry.

What can we do under Australian Law?

Report him to the police. It is a criminal offence.

Also you could look at applying for a Misconduct Restraining Order. If he breaches it - he is up for $1,000.00 fine each time.
