QLD Daughter Caught Driving Without Drivers Licence - Police Gave No Paperwork?

My 16-year-old daughter was caught driving without a drivers licence today. The police brought her home to me. I was asked for a day and time we were available to attend the station to discuss this. Neither of us received any paperwork whatsoever. Is this common policy under Traffic Law?
