VIC Custody of Children - Dad's Skype Time with Kids Constantly Changing?

Dad lives in the Middle East where men have a right to keep their children regardless of Australian citizens or not! So what court will allow the children to be taken out of the country?

To add a little info the time schedule is only when he is at home base! He has lots of time away from home in hotels where skype is still possible but has not provided these times as being available. I ask him to mediate so that he can understand my predicament but again he uses the fact that he's overseas to say no and to go to court if I don't like his offer
