VIC Change to Family Court Orders?

He wont even agree to the child to even spend anytime with me from now on until I agree to the 50/50 arrangement that he wants. So he is denying me even seeing them until what he wants is agreed to. He told me this verbally.

Then mediation to find an outcome is urgent because withholding time is a contravention the court will take seriously.
