My company is going to send me to take an external course soon. But I was told that, according to our company policy, once I go to the course, I am bond to the company for at least 6 months. This means I can't resign within 6 months.
Just wonder is that legal in VIC?

I don't see any reason it wouldn't be. The company is investing money in you, so they have every right to benefit from that investment and to take steps to ensure that their money isn't being wasted.

No, slavery and indentured servitude are not legal in Australia.

What may happen is you can be sued for breach of contract, or more commonly asked to pay back the cost of training. You need to read your contract of employment.
