Hi, our team has created license plate recognition software for use in car parking facilities. We plan on trialling a gateless facility.

Question
Is it legally possible to access the email address of the registered vehicle owner based off the license plate in order to invoice customers for the parking fees? The exact same way toll operators do (if you don't have a toll tag). There is a t&c board at the entry of each facility, maybe by stipulating something in that? e.g. by entering these premises you agree to ...

You’d need to negotiate that with the Department of Transport. They tightened up access some years ago, and restricted the purposes for which access could be made.
