NSW Bankruptcy - Strata Manager Misleading Owners - Take Legal Action?

My strata manager has not made changes to the account records to show payment was made for strata arrears. He is misleading the owners and held an EGM to take bankruptcy action after arrears are paid. The amount remaining was below the threshold of $5,000.

Is there any legal action I can take against him?
