NSW Anti-Discrimination Act - Applies to General Society?

Do the contents of this anti discrimination legislation apply to areas beyond employment and education? Can they be applied to general society.

As an example, if a minors right to speak was disregarded due to their age, could this be raised under Part 4G of the legislation?

Here's the full text of the Anti-Discrimination Act (NSW). The discrimination would have to specifically be covered under the Act. You can see that most sections only relate to discrimination in work or other areas such as education and delivery of goods and services, but there are specific sections that are slightly broader - such as 'racial vilification unlawful'.
