I was issued with a expiation notice which i requested a payment arrangement on, few weeks later that fine and notice was changed by a police man hand delivering a new expiation notice ,came to my house ,it was changed
I already had payment arrangements set up with the original notice , is this aloud by police after the fact it was already acknowledged ,my first original expiation notice

The police and the authority to arrange payments are two different entities, take what ever the police officer gave you, you can talk to the police officer but not argue or dispute the police officer, then take the issue to the proper authority, they will clear the admin matter. You don't need to get involved with police.
