Probably not. Generally in most jurisdictions in Australia if:
a) you have an Australian licence from a state or territory, you are no longer entitled to drive on an international or overseas licence
b) if you have reached or exceeded allowable demerit points your licence is suspended and/or visitor driving privileges withdrawn.
Licencing laws are reasonably consistent Australia wide but you should check with the WA licencing authority to be sure.

The IDP is not intended to operate as an alternative to a Drivers Licence issued in Australia.

It is illegal. The vehicle will be impounded for 28 days (first offence). You'll be summonsed to court and receive a minimum nine months additional suspension.
The law doesn't go by licence, it goes by name. The person who gets the suspension is clearly banned from driving anywhere in Australia and New Zealand.
The good ol' days of jumping on a plane, getting a licence in another state and then using that are looooooooong gone.
