Is it legal under traffic law for a grandma with a wheelchair or electric scooter to ride with a child?

I see a disabled old lady using her electric scooter to pick up a kid from school to home.
I think it's illegal as the electric scooter is designed for a person.

A motorised wheelchair user is generally considered to be a pedestrian, and must comply with the NSW Road Rules that apply to pedestrians.
