The overseas resident contractor comes to Australia on tourist visa and intends to work online doing the job they did for Australian company while being overseas. Will that be considered working in Australia?

You need to be sure that the class of visa you are on allows you to work.
You don't get to evade that visa condition by purportedly "working online".
