Hi. I received a fine about exceeding the speed limit by 14 km/h in Victoria. The car was registered under my friend's name, but she has done the nominate to transfer the fine notice to my name. But since I was an international student and have gotten back to my home country, I find it difficult (in terms of financial and finding a bank account) to pay the fine. I have seen on the website that I will be charged a fine if I exceed the speed limit by 25 km/h. Will this be a valid reason to request for a fine review? Do I mistake the excessive driving and speeding offence? Thank you.

No harm in requesting a review, it costs you nothing and the worst thing that can happen is that your request is rejected.

You can say you request the fine review based on your financial hardship, being an international student and being back in your home country with no bank account and no means to pay the fine.
