Sorry for the cross-post but I thought this might be relevant to both commercial law and IP law.

I'm wondering how people like Elon Musk are able to partner with competitors, "learn" from them, and then "go it alone" without breaching any laws. Wouldn't there be something in the agreements of such partnerships preventing him from doing so?

"Since he took over the fledgling company in 2004, Musk’s goal has been to learn enough - from partnerships, acquisitions and talent recruitment - to bring key technologies under Tesla’s control, people familiar with Tesla’s strategy said."

They do deals that provide for it (sharing of IP),
and/or they pay a hefty sum for the licencsing, and/or the technology, and/or the human beings' expertise.

Where could I learn more about these deals? Do these deals ever become publicly available information? Are there documentaries or works of fiction based on such deals?
