No family court orders in place. Can my ex son in law prevent my grandchildren going to Fiji for 5 days?

He can apply for urgent parenting orders to place an injunction on travel and file a concurrent request to place them on the airport watch list to stop the kids being taken abroad without his consent.

Has he already provided consent for passports to be issued to the kids? How old are they?
